As someone who does not have the technical skill to replace the hard drive myself nor the cash (and trust) to send my box to someone else to modify, i was wondering if there is any way to remove the partiotions from the retail hdd. its a 8 GB drive, but i can only use 4 of it...not even enough to load my copy of halo 2!

Those drives are part of the XBOX System.. The Xbox saves your games saves on E:\ and all your main M$ Dashboard (boot screens) are on the C:\ drive.
Your best bet would be to downsize your games removing all the extra .bik movies.. Then you could fit HALO 2 on easy.
ANyway, you will need to upgrade in the end once you get sick of downsizing your backups and also copying to and from the xbox to your pc.
Its pretty straight forward to upgrade your xbox harddrive with a modchip all you need is AIDELUXE and a new hdd.. But with a softmod you have to do alot more.. Not that you cant do it anyway.
