It means that it can not see that ip on the network.
Pull up a command promt and type ipconfig all and press enter.
This will pull up all of the network config for your pc look at the ip address of your computer and the default gaateway and make sure the first 3 numbers match your xbox ip and default gateway.
if it is 192.168.0 then your xbox should have the same for both ip and default gateway. If it that 3rd number is different from on on xbox then they are not on same gateway and network and it will not see it.

if it says "conection refused"
then it could be
a. both i.p's are the same.
b. your user/pass is wrong.
or c. your dash isn't set to
allow networking.(check system/settings/network i think,
[turns on the other xbox]
yeah.. go into that and look at
were it says ftp server and make
sure it says ENABLE YES.
other than that on your unleash
dash, does it display your i.p.
address of your xbox?
if it says 0.0.0.0. then try reseting
the xbox while the pc is still
turned on.

surely you mean the xbox's i.p.
has to be 1 digit diffren't
if your pc is 192.168.0.2
then the xbox 192.168.0.3
only the subnet and gate have to

I manage to get it to work. Now I can FTP and surf the net.
