The official torrent release of SID 4.5 can be found here. It is still active, and contains all the files you need.
As robbieboy said, you need to make sure you use the correct files to suit your xbox (NTSC or PAL). Also make sure you copy both the small linker file (the actual gamesave, that you acess in the game) AND the larger installer file to your xbox.
To be sure it will work, make sure you only try the original versions of the games, as these are guaranteed to work. _________________

Definitely make sure you have the actual installer file on the harddrive too and not just the linker game save file. Thats what i did when i first tried, and it sounds like thats whats happening
