Try using Gameshark its a lot more stable than Action Replay (they cant even make their own cards work with it) The other thing is what kind of files are you trying to transfer? If its things like Emus, Skins etc use Xplorer, Gamesaves use Shark. Other option is to skip the PSP and either buy a crossover cable, hook the Xbox to a router(if you have one), or buy a SD card (2GB max) and a card reader and wire a USB port into the 4th controller port

It costs money to mod, there are no freeware versions of Action Replay or Gameshark

What are you trying to transfer? I can give you better advice as to something free if I know exactly what youre trying to transfer. If its gamesaves to do a softmod then sadly youre pretty much stuck with AR or Gameshark but if its just regular files like Emus or skins there are other free methods. You may want to check out my SID5 tut its got a good chunk at the beginning dealing with AR and getting files transfered over
Also I have Gameshark and AR 1.42 uploaded here on site so if your using 1.3 I suggest hucking it and downloading the 1.42

Chances are its the memory controller thats the issue, has the card in the PSP already been formated by the MSdash to FATX? AR and Gameshark tend to have issue with thumbdrives and SD cards. Also the size can be a big factor. Ive gotten my XBOXs to recognize 1GB, 2GB and 4GB SDcards, but always fails on copy, my 512MB works like a charm though.
If AR and Gameshark refuse to recognize or copy what you can try is opening up Xplorer360, use Winmount (you can get it for free at Cnet) and mount the installer file (do not unzip or extract), it will ask if you want to convert to mou format say no, you will see a folder called UDATA, open it there will be a file folder with the # 21585554, use Xplorer to copy that file folder, now follow the same procedure with the save game you plan to use (Splinter Cell, 007 etc) Splinter Cell the folder # should be 5553000c, 007 is 4541000d and Mechassault is 4d530017. When using Xplorer if you just copy the zip file or unzip and copy the folder it will not show up as a valid gamesave if you copy the numbered folders like I explain above they will show up as valid saves. Sometimes it can take up to 15min for it to load a save onto a SD card so be patient its a slow program.
The big thing here is that a PSPs memory controller driver will not be included with AR or GS so to even get it to work properly you may be forced to use a program like USBView to get it recognized, and Im telling you right now its a pig plus you will need to know what to change the entries to otherwise youll be sitting here when your 90 trying different entries
