So I have two xboxs
one is broken and one is modded
the broken one has old save data that I want to put on the modded xbox
how do I do this?

Do you have the eeprom for the broken Xbox?
If not then there is no way of simply unlocking the broken Xbox's HDD which is necessary to be able to get the game save data off it.
Never done this myself so this is all just repeating the advice I have read on Xbox forums over the years about such problems.
The only way to get the eeprom now is with an eeprom reader (Google and you'll find tutorials). As the Xbox is broken you'll also have to power up the MB by some means to get the eeprom reader to work. Again Google.
Once done you can use the eeprom to unlock the HDD. I think XBHDM USB can be used or Chimp 261812 if you have another Xbox available.
There is also the HDAT2 tool (PC) which is supposed to be able to unlock Xbox HDDs. Google "unlock xbox hdd hdat2" and you should find some useful information.
