Credit where credit's due. Anthony817, atreyu187, ElectroDog, and DCDannyDoom23 ALL had direct influence and assisted where possible. I wouldn't have the swirl if they didn't help...
atreyu187 is responsible for the youtube tutorial on this as I based this text tutorial on it, just thought I'd bring a "readable alternative" to the table, have fun!! (good to have you here dude)
The "SPEUD/Dream Explorer vmu tool v0.8.5 [oRARs]" is available HERE as well as as mirrored elsewhere! the alternate download link is attached as a document at the lower of the page.

This has been tested on the standard sega 1mb flash lcd-vmu, done one vmu at a time!
1, Startup up Dream Explorer and choose the theme of loadup, Once loaded...
2, Select "open vmu" then select the vmu and go into it. scroll down the options and select "format vmu" press start and let it do it. when done...
3, Select "extra blocks" and highlight "yes" and press start. Now goto "extra icon edit" and select it.
When the mock vmu screen is displayed, press "start" to save and the option to "add a real menu hack?" will appear, just press start and let it save!
AT THIS POINT you've got the default "blue swirl" so it's up to you if you want just that, this tutorial ends, reset the console and press "start" after normal dc startup-sequence, you'll see the differnce!
4, For the background image as well (still in Dream Explorer "SPEUD" vmu tools) select "bios bg image" and search the "DE" disk for the resident "jpg and png" files, choose one and there's four choices of resolution. Select the size you desire. (Remember, the bigger the image, the more memory it uses on the vmu) confirm the final actions, allow the background image to be written to the vmu then power off console for a few seconds.
Now power back up, after dc's startup-sequence, press start and you should be writhing in 3D, backround image as well casty swirliness...you'll geek, i did...ENJOY!!!

Go to Blue Swirl for the FULL SPEUD/Dream Explorer vmu tool usage instructions!
"Dream Explorer" (speud) has piss-poor compatabilty with most third party peripherals and is not reccomended for use with this hack...results may vary, you have been warned...

Since the 3D BIOS hack affects ONLY the vmu lcd display image "ICONDATA_VMS" (not "EXTRA.BG.PVR" or "VMUTOOL__OPT" dc background and SPEUD cfg save files) this file itself can be copied via alternate file-handlers retaining the original "hack-ed" effect and saves having to repeat the above process to to get the "swirl"!!
BUT if you "alter" the file or change the vmu display image, you'll revert the icon back to "factory no-hack" mode...so choose an icon that suits your "on the fly" purposes or build your icons individually??? it's up to you...your choice!!

VMU Tool (a.k.a Dream Explorer) is an application for the Dreamcast that allows you to explore the content of your VMU, PC, and CD/GD, and open their files in the numerous bundled tools.
Among other things you can easily backup up VMU files to PC and vice versa, or download VMU files from CD. DCI and VMI+VMS files are supported as well as raw or DCM dumps.
The VMU menu lets you:
- browse your VMUs (includes hidden files)
- unlock 44 extra blocks for your VMUs

The PC/CD explorer lets your freely browse the directories of your PC's hard drive disk or the CD/GD inserted in your Dreamcast.
You can open BMP, JPEG and PNG images as well as PVR textures in an image viewer with many features such as zoom, rotation, flipping, slideshow...
There's also an audio player for playing MP3, Ogg Vorbis and Wave sounds with a timer displayed in real time.
And if you want to read text files easily from your Dreamcast you can open them in the text viewer. It displays formatted text with auto carriage return.
The GUI is fully themable. You can select a wallpaper from your PC or a CD/GD in your Dreamcast. The menus' background color and opacity as well as text's color can be changed in options or loaded from a theme file.
Menus texts are translated to English (fully) and French (mostly) and also partly to German, Dutch, Portuguese, Spanish, Swedish and Polish.
You can use the pad or the Dreamcast keyboard to browse menus and enter text, keyboard's keys position can be changed in options.

Really like to try this on my dreamcast again, will do so in time. But yeah, waiting on a sega saturn bundle in the mail atm, and I just might put up some tutorials and stuff too. Don't worry I aim to rid the problem of regional differences with the DC games I make and will be posting here soon enough. BTW enjoy that Saturn still my favorite 32 bit system ever!!
