Over the past 2 days I have been hunting for a solution to my problem. I found forums all over with poor folks in my boat, stuck wiht a Cromwell 2.27 BIOS and unable to flash ANYTHING.
Well, a clever fox named Danin told me what to try, and it worked, so I pass it along to anybody else websearching.. in the hopes it rescues somebody else!
Take a BIOS (like IND-BIOS) which is 256k. Copy it (copy + + + ) four times onto a file, eg. copy a.bin + a.bin + a.bin + a.bin > BIOSUPD1.BIN. Slip that in when cromwell asks and BAM, cromwlel is dead, IND-BIOS lives. Apparently it kept coming back becuase ti wasn't fully wiped out. This did the trick for me, I hope it helps you out too
