Post subject: Multiplayer over broadband?

I was wondering if its possible to play multiplayer games using a broadband connection without xbox live and free utilities that depend on a PC such ad XBConnect, GameSpy,Xlink, etc.
Is there an application that will run from the xbox to connect to other users of choice thru a broadband connection?
Is there a way to setup a VPN using a router (if the router supports it)?
Thanks for any advice anyone can provide.
