Simply put.. for an X3 chip which is the only chip that can use the features.. YES. According to Xecuter it will not work on any other chip... but then.. we were not supposed to be able to hack the Xbox either...
There are many new features in the new X3 bios 2913. Some of which are

But with this said... what is it saying about the other chip manufacturers when they have to have the X3 bios on their chip...

Now I've been watching the news for a while and I don't remember seeing anything quite like this before. So is it possible that the bios wasn't hacked after all? One of the only features that I really like on the X3 bios' is the ability to change where you bios boots on the fly. I LOVE THAT. No using EvTool, no Using XBTool...just use the config live and change what partition to look to and even what dash to look for first!
Changing flubber screen colors to me is superfluous, but I would love to be able to throw a dash on F and change wher the bios boots to on the fly.
Sure, all you need to do is have two bios' flashed to your chip and go from there....but, I like doing it on the fly.
