I installed the chip and I have re traced my steps to be sure that I didnt miss anything. But when I hook up the x box I get a red "disabled" light and the x box goes on and off 3 times. What does this mean? Please help if you have any info cause I can't seem to find it online ANYWHERE. Thanks.( Note I have the 1.4-1.5 x-box and I installed the xecuter 3 es.)
Any info would be greatly appreciated.

That is whats called a FRAG. Stands for either, "Flashing Red And Gree" light, or "Frequent Red And Green" light however you want to look at it.
Basically, it is most likely your install causing the issue.
If you soldered, look for solder splash, solder bridges, or scratched traces.
If you used a solderless adapter, make sure the chip is lined up correcty.
Remove the chip and see if it still frags...if it does, you have issues with solder or damaged board.

We took the chip out like you said and it stopped fraging. The x box works fine without the chip. So now what? Does that mean we have a bad chip? Also...with the chip in it....after it is done fragging 3 times....the x logo is solid red "disabled". Why is that? FYI...we did solder but it seems theres no problem with the board.

Well, that is good that you can take the chip out and you have no frag. That is very good.
So, you have either a bum chip or an install snafu. With that in mind, if you think that you have a technically sound install you may want to try another chip.
I have installed hundreds of chips from Xenium, SmartXX, to the X3 and so far I have only got 2 bum chips. Actually, I only got 1 but someone just sent their machine and it was a chip issue.
If the chip has a recovery switch, try forcing a recovery. I am unsure of X3's recovery method as I have never had to use. Unlike the Xenium where I upgrade every chip I install to the latest OS.
Also, when you are booting that chip. Just press the power button for a real quick second...like I mean just a tap!! See if it helps. I remember the first time I installed that chip I was missing that part.
