I have recently downloaded Sureal 64 for my softmodded xbox. I noticed an empty folder for the Roms. My question is where do i find these roms and when looking for them what format do they need to be in.

Your best bet is to search via a search engine like Google or Altavista.

Surreal runs N64 ROM's and they are in .n64 file format (so for example Mario.n64).
