im am currently in the market for and Xbox, and i found one that says its using the X2 4981.06 Bios on the onboard tsop as the modchip. what does this mean?

It basically means someone flashed the TSOP instead of installing a modchip and flashing that with the hacked bios.
The TSOP is basically a chip on the motherboard (MB) that contains the microsoft bios. TSOP flashing has gained in popularity, but unfortunately isn't something that I do or even bother with.
I don't know if you can flash a TSOP with multiple bios therefore you may render your xbox useless for Xbox live or operating the MS bios if you need to.
At this site we pretty much promote modschips and support for that arena. I am sure some of our members have maybe tried TSOP flashing, but it's something we typically don't support.
The Xecuter2 4981.06 is an older bios. It was the first one that I was using on my modded xbox which has a Xenium Modchip. I now use the Xecuter2 4983.67
What you have to concern yourself with is what the bios allows you to do or doesn't allow you to do. Some bios' only support HD's up to 160GB, so if you are installing a larger one, you will be limited to using only 160GB of a 200GB or 250GB HD.
The 4981.06 bios wil allow you to backup xbox games to HD, launch apps, and install apps to your xbox HD. It's a good bios, you just have to be sure it supports the size HD you want. You will also have to have a very good understanding how to flash a TSOP in the event you ever want to change the bios when updated ones are available.

the unit has 160 gig HDD. with about 25 xbox games loaded.

That would explain the current bios then as I am pretty sure it only supports a 160GB HD which in all honesty will give you a lot of storage space. I only use a 120GB, but will most likely upgrade to 160GB or 200GB soon.
