is it possible for me to boot someone elses unlocked hard drive off my xecuter 2.6 CE and then use evox dash and configmagic to grab my eeprom back-up i never got.

14 total successful solder-mod xbox's (v1.0 to v1.6b; favorite is v1.4 Sept 2003; very clean motherboard and usually has Samsung DVD), including two 128MB upgrades and 2 X3 LCD/CP's.

DO your research ive been modding 2 weeks and ive allready screwed and fried my hard drive so do your research

No. A mod chip only makes it unnecessary to LOCK a drive to get the xbox to run (as well as allowing unsigned code to run). It does NOT magically circumvent the normal ATA locking features built into the drive. Drive locking is done, normally, in sensitive data situations, where they don't want you to be able to just pop the drive out of a computer that has normal bios and login password protection and put it in a compromised computer to get the information off of it. In otherwords, the drive is LOCKED to a unique key that is only provided by a SPECIFIC IDE controller (or a master password and/or HDD key), and that controller should be then protected against compromise by its own BIOS or operational password.
Why Microsoft chose to "lock" hard drives is a mystery, except that it does provide one more level of security and protection against tampering and pretty much doing what this whole web site is devoted to helping you do , as well as provide a secure (to all but a small section of the population) gaming platform to prevent cheating on sites like XBox Live!

if i buy a hard drive loff ebay unlocked is it possible to boot it up with my mod chip and lock it with my eeprom from my motherboard and will ti then work normally ?

yes, and you don't need to lock hdd if your using physical soldered chip with a hacked bios, any hard drive will do, just softmodded ppl need it locked for sure for it to work.

im getting xbox live soon so obviously i need to boot msdash and have a clean drive so not to get the boot.

XboxHDM 1.9 will prep a clean version for you (you may need to put the proper dashes in from AID 2.11 Final). Also, if you have an X3 chip, you can basically format and prep the drive, then since it has FTP native support, you just FTP the MS Backup stuff and you are back to a stock drive. X3 chip can then lock the drive for you too.
