Ok i think i've everything and still no luck. I've tried the suggestions of both forahobby and realcloy, and it doesnt seem lik the chip is flashing correctly if at all. I've also followed the instructions from the site i got the chip for and still nothing. Is there anybody here that can help me or at least know of someone that can work me through it? Sorry for being a pain in the ass about this for those who have tried to help me before.
Any and all help is very much appreciated.

I have contacted lilasmith via pm for you and asked to reply and help to..
Its seems all users with xchips are having problems but dont worry.. We are tyring to work on a BIOS FLASHING Tutorial.. Its pretty hard though because we dont own a XCHIP..
Anyway, i would pm some of these XCHIP users from these topics and im sure they will reply .. They will give you some tips why they couldnt get there xchip to work 1st time..
I must say.. That all the members who had problems with their xchips seem to be happy now.. So contact them via pm (private message) from the website.. We are all friendly here mate..
I once again thank you for the help, and will keep you informed of how well it goes.

I don't think it mattered, but there is a new .dll file for the USB flashing program. It is available on easybuy2000 and all you have to do is swap it out for the current one.
The real trick for me seemed to be flashing the chip with the Xecuter2 4983.67 bios as suggested by realmccloy. When I did this, I used Xcontrol and the USB connection to the Xchip. I loaded the raw full.bin that is supplied with that program and then I loaded the Xecuter2 4938.67 bios into banks 2-3. Then save the changes to the chip.
That did it. I was now able to load the autoinstaller that I had burned onto a DVD-R. I used an EvoX installer and I ended up with menus in French, so I quickly downloaded the HQ v1.3 and reinstalled. Everything is great now and I am now working with an operational chip and a 120GB hard drive.
