I leave my X-box plugged in all the time and have the X-chip with the M8 bios and EvoX dash. Everytime I boot up my clock gets reset to the wrong time and a date in 2002. The IP address is sometimes wrong also but when I do a reboot the IP address is my default but the time/date is still wrong. Is something wrong with my chip or is this normal?

The chip doesn't have a clock in it. It uses your Xbox system time, or if you're connected to the internet, it updates through some website or other. Make sure you load your retail BIOS with the chip disabled, set the time, then reboot with the hacked BIOS.
As far as the IP goes, make sure you have Static IP on, and not Dynamic IP. Static IP will stay whatever you enter. Dynamic IP will change every time you go online (or connect to your PC), and is considered safer.
