I've been wondering if there is a way to create my own NES/SNES/N64 game which would be in a rom form.
So i was wondering if there is any programs that allow you to make games? _________________

Not that i know of but then again i never wanted to make a rom so i never read up on it.

Ya i know, looks like im going to need to do some learning...I dont know any programming languges, let alone what a compiler is lol. _________________

Im sure you will work it out man, you worked out the speed runs.
When a program is broke all up and all over the place a compiler will sort it out and put the program back together, and make sure the codes are in an order or string that works.

Ive been using a website to do a little C++ learning today. Its sorta confusing right now lol. _________________
