Searched everywhere for an answer. Found that .XPR fonts can only be generated with an Xbox Software Developers Kit. But that never stopped modders of Xbox consoles. Captain Obvious here.
I'm not a coder or a programmer. Is there anything already brewed up and available to run a PC that will generate .XPR fonts?
^ That's the tool I use for creating XPR fonts for use with UnleashX skins in particular too.
There are so many decent enough UnleashX skins but with lousy font (and colour) choices which can suddenly become much more usable simply by changing to a more readable font size or different font altogether.
With the tool I've always found it a good idea to create small sets of fonts in different sizes. You can not always be sure how a particular font at a particular size that looks good on PC is going to display on a TV. So preparing a selection of different sizes can be useful.
Also don't forget you can harvest XPR fonts from other Unleash skins. Long before I had a PC the UnleashX skin pack that came with the AID version somebody on another Xbox forum sent me was a resource I used for years.

You can also use the scale switch to modify the size of your font after its been made. ScaleX="" and ScaleY="" (put the scale number in the quotes 50 being half size and 100 being original size). Its especially important to use the scale feature in your skin.xml if you want the skin to display right in both SD and HD. Otherwise it will look all streatched blurry and all around F'ed up

Only thing I knew about were the apps in the XDK to convert TTF fonts to XPR. (FontMaker and Bundler)

Actually came up with the idea to look for .xpr fonts in saved games last night after I scavenged all the fonts I could from existing skins. Found only like two usable fonts after looking in a about 10 games so far. Forza Motorsport had a ton of fonts but no usable type sets. Just a bunch of sprite pics.
Been workin on a skin for 2 weeks using UnleashX Toobox Skinny Skinners Skin Designer. I had to learn everything. The designer gives you a color picker for the text but if you pick a color the dash can't display the text lines don't show up in the dash. Took me a week to figure out the dash only displays like 256 colors and if you pick the wrong hue the text just flat out doesn't show up and leaves you wondering what's wrong and how to fix it. And then you can't change individual point sizes for each source line. Only one font for text and one font for the menu. It was frustrating as heck but I finally came up with a pretty awesome looking skin despite the limitations.
Does anyone know how to get a screen shot from the Xbox? Other than buying a piece of equipment that splits the video from the TV to your device to capture the screen?

Here's my favorite reworked Evox skin. I used UnleashX Toolbox Sketchy Skinners Skin Designer. I got lucky and found and scavenged a kinda Sci-Fi Star Warish looking font from an existing skin. It's kinda hard so see in this image but all the text is kinda a deep blue purplish color excpet for the text in the grey box is solid black. Took me 2 weeks to figure it all out and make it!
I had to add the black bars on the end so the image wouldn't get stretched to much. It's a 4:3 image going to a 16:9 when displayed. First I squeezed the image in a bit and saved it squeezed in so that when it displayed it had to stretch it back to normal then just a little past normal for final display. I still think it looks ok with the black bars on the ends.

That tells it to use the Alibi 14 font, where to position it, what colour to display in and to scale it to 90% of actual size (anytime I do a skin that I want to work at 1080, 720 and 480 I set scale to 90) and that the XBOX IP is the source to display
For screen shot if you are running Ux press the left analog and right black button and it will put a BMP screenshot in the Z drive

Since you seem genuinely interested in learning how to skin for Ux Im gonna send you some stuff that will help you learn the ins and outs and make things easier for you. And most importantly will allow you to get away from the skin engines like Skinny Skinner which are very limited and wont allow you to show full potential.
For example you will never do a skin like this with a skinning engine, the options just arent there sadly. And all those skin engines were made eons ago when quality was "lacking" shall we say
With a skin engine you cant do things like set transparancy or overlays. You cant scale the background or fonts. You cant customize the background audio or the skin the music player etc
