there are few ways you can do it,
if you have a backup of the eeprom from the xbox which is broken,
just put the eeprom on the new xbox with config magic and install the new (old) hard drive,
i know some WD HD tools can reset the lock but that only works on some hard drives,
also i know there used to be a software that had a good success at unlocking drives without the eeprom but it was like ~$50 for one unlock and i dont remember the name right now, but you can try to google for it,
or you can just unsolder the eeprom chip from the broken xbox and solder it to the new one, (wouldn't recommend if you cant solder well) _________________ Xbox v1.0/1.1/1.5/1.6a

its call HDDUnlock. Heres the link
Bear in mind that by forcably unlocking the HDD you will lose all data. To preserve the data you need the old EEPROM info. You could build an EEPROM reader and supply power to board at appropriate points and read the eeprom info off. Check the tuts on xbox scene for this.
This is another reason why you always keep your HDD unlocked and only lock for xbox live usage
